I have ice and snow on my roof and the gutters are filled with ice am I going to have a problem in my ceiling?

I live in a condo and I noticed that the gutters are filled with ice and I have alot of snow on the roof on top of my unit. For some reason the snow does not look like it is melting from the ground it looks like there might be 4 inches of snow on top of the roof.. I can also see where the snow is hanging over the gutter. I was wondering is the ceiling going to give way from the weight? I told the management company about it and they are doing nothing at all. I do not know if this is related to the roof but only at night I hear some noise like popping sounds on an off coming from the ceiling area. If the roof is pitched will the snow start to mel melt little by little and how much weight can a roof take? The other roofs in my complex do not look this bad. There is another peeked roof atttached to mine so will that snow keep draining on to my roof?
